Where Did California’s $24B Homelessness Money Go?
Oct 30, 2026
California allocated nearly $24 billion to homelessness and housing programs over the past five years. Where did all that money actually go? Gubernatorial candidate Steve Hilton argues that two major policies, Housing First and harm reduction, are contributing to the state’s homelessness crisis. He says taxpayer-funded programs provide housing without requiring drug treatment or job training, while other organizations distribute drug paraphernalia in the name of harm reduction. He also argues that a growing homelessness industry, including property owners and service providers benefiting from government subsidies, has little incentive to see the crisis truly end.
