Cartels Killed 110,000 Americans a Year?

Counterterrorism Chief Sebastian Gorka says cartels killed more Americans in one year from drug overdoses than America lost in 70 years of combat after World War II. That is why the Trump administration designated them as terrorist organizations. If cartels are killing Americans at that scale, why wouldn’t we treat them like terrorists?
