Can America Beat China in the Race for Biomedicine?

According to NIH Director Jay Bhattacharya, the United States is still the world leader in biomedical research, but China is rapidly closing the gap. He says that's because almost every major Chinese biomedical researcher was trained or funded by American institutions like the NIH.  Where should America draw the line between scientific collaboration and funding its competitors?
